This paper is a commentary on a project application of telemedicine to alleviate primary health care problems in Lundazi district in the Eastern province of Zambia. The project dubbed 'The Virtual Doctor Project' will use hard body vehicles fitted with satellite communication devices and modern medical equipment to deliver primary health care services to some of the neediest areas of the country. The relevance and importance of the project lies in the fact that these areas are hard-to-reach due to rugged (...) natural terrain and have very limited telecommunications infrastructure. The lack of these and other basic services makes it difficult for medical personnel to settle in these areas, which leads to an acute shortage of medical personnel. We comment on this problem and how it is addressed by 'The Virtual Doctor Project', emphasizing that while the telemedicine concept is not new in sub-Saharan Africa, the combination of mobility and connectivity to service a number of villages 'on the go' is an important variation in the shift back to the 1978 Alma Ata principles of the United Nations World Health Organization [WHO].This overview of the Virtual Doctor Project in Zambia provides insight into both the potential for ICT, and the problems and limitations that any "real-world" articulation of this technology must confront. Anthropologists have long explained social behaviour as if people always do what they think is best. But what if most of these explanations only work because they are premised upon ignoring what philosophers call 'akrasia' - that is, the possibility that people might act against their better judgment? The contributors to this volume turn an ethnographic lens upon situations in which people seem to act out of line with what they judge, desire and intend. Bayesians take “definite” or “single-case” probabilities to be basic. Definite probabilities attach to closed formulas or propositions. We write them here using small caps: PROB(P) and PROB(P/Q). Most objective probability theories begin instead with “indefinite” or “general” probabilities (sometimes called “statistical probabilities”). Indefinite probabilities attach to open formulas or propositions. We write indefinite probabilities using lower case “prob” and free variables: prob(Bx/Ax). The indefinite probability of an A being a B is not about any particular A, but rather about the (...) property of being an A. In this respect, its logical form is the same as that of relative frequencies. For instance, we might talk about the probability of a human baby being female. That probability is about human babies in general — not about individuals. If we examine a baby and determine conclusively that she is female, then the definite probability of her being female is 1, but that does not alter the indefinite probability of human babies in general being female. Most objective approaches to probability tie probabilities to relative frequencies in some way, and the resulting probabilities have the same logical form as the relative frequencies. That is, they are indefinite probabilities. The simplest theories identify indefinite probabilities with relative frequencies.3 It is often objected that such “finite frequency theories” are inadequate because our probability judgments often diverge from relative frequencies. For example, we can talk about a coin being fair (and so the indefinite probability of a flip landing heads is 0.5) even when it is flipped only once and then destroyed (in which case the relative frequency is either 1 or 0). For understanding such indefinite probabilities, it has been suggested that we need a notion of probability that talks about possible instances of properties as well as actual instances.. (shrink)

Advances in technology are bringing greater insight into the mind, raising a host of privacy concerns. However, the basic psychological mechanisms underlying the perception of privacy violations are poorly understood. Here, we explore the relation between the perception of privacy violations and access to information related to one’s “self.” In two studies using demographically diverse samples, we find that privacy violations resulting from various monitoring technologies are mediated by the extent to which the monitoring is thought to provide access to (...) self-relevant information, and generally neuromonitoring did not rate among the more invasive monitoring types. However, brain monitoring was judged to be more of a privacy violation when described as providing access to self-relevant information than when no such access was possible, and control participants did not judge the invasiveness of neuromonitoring any differently than those told it provided no access to self-relevant information. Instead, Nietzsche's philosophical legacy is colored by his ill health, alleged homosexuality, or "madness." Some recent biographies have only perpetuated the caricature. Fortunately, Small's book is not one of them.Small aims to explain the philosophical relationship between Nietzsche and Rée. Nietzsche's background is well known, while Rée's life has received only slight attention from scholars. Although he did not self-identify as Jewish, Rée was born into a wealthy Jewish family, which afforded him the luxury of attending several different German universities. After studying law, psychology, and physiology, he finally settled on philosophy. By the time Rée met Nietzsche, he had already defended a dissertation on Aristotle's ethics and published his first book, Psychological Observations, in 1875.Throughout the book, Small subtly fuses the personal with the philosophical without weakening the philosophical substance of Nietzsche's or Rée's ideas. In explaining Rée's influence on Nietzsche during the seven years of their friendship, Small accomplishes several objectives.First and foremost, Small illuminates the development of Nietzsche's thought from 1875 until 1882. It was during these years that Nietzsche published Human, All Too Human (1878; the first supplement to the book was published in 1879 and the second in 1880), Daybreak (1881), and The Gay Science (1882). More importantly, Small demonstrates the nexus between these works and Rée's Psychological Observations (1875) and The Origin of Moral Sensations.During the winter of 1876–77, Nietzsche and Rée lived together. At this time Nietzsche began writing Human, All Too Human, while Rée wrote The Origin of Moral Sensations. Nietzsche turned to Rée's Psychological Observations for headings for his own Human, All Too Human. Thus, "'On Religious Things' became 'The Religious Life,' while 'On Woman, Love and Marriage' became 'Woman and Child'" (28). As Nietzsche continued work on Human, All Too Human, Rée's The Origin of Moral Sensations was published and Nietzsche drew inspiration from this book as well. In section 40 of The Wanderer and His Shadow (the second supplement to Human, All Too Human), Nietzsche provides an abbreviated version of the core argument of that work, namely that the move away from utility and towards socially accepted norms as the determining factor in behavior is what led to morality. b>. Computational models of colour vision assume that the biological function of colour vision is to detect surface reflectance. Some philosophers invoke these models as a basis for 'externalism' about perceptual content (content is distal) and 'objectivism' about colour (colour is surface reflectance). In an earlier article (Thompson et al. 1992), I criticized the 'computational objectivist' position on the basis of comparative colour vision: There are fundmental differences among the colour vision of animals and these differences do not converge on (...) the detection of any single type of environmental property. David R. Hilbert (1992) has recently defended computational objectivism against my 'comparative argument;' his arguments are based on the externalist approach to perceptual content originally developed by Mohan Matthen (1988) and on the computationally inspired theory of the evolutionary basis for trichromacy developed by Roger N. Shepard (1990). The present article provides a reply to Hilbert with extensive criticism of both Matthen's and Shepard's theories. I argue that the biological function of colour vision is not to detect surface reflectance, but to provide a set of perceptual categories that can apply to objects in a stable way in a variety of conditions. Comparative research indicates that both the perceptual categories and the distal stimuli will differ according to the animal and its visual ecology; therefore externalism and objectivism must be rejected. I supply an argument for Evans's principle that whatever justifies me in believing that p also justifies me in believing that I believe that p. I show how this principle helps explain how I come to know my own beliefs in a way that normally makes me the best authority on them. Then I show how the principle helps to solve Moore's paradoxes.

The aim of this paper is to develop an adequate version of the D-N theory of explanation for particular events and to show how the resulting D-N model can be used as a tool in articulating a regularity theory of causation and an analysis of the truth conditions for counterfactual conditionals. Starting with a basic model that is largely the product of other workers in this field, two new restrictions are formulated in order to construct a version of D-N explanation (...) that does not yield the counterintuitive results that have plagued all earlier versions. An additional condition is then developed that is indispensable for utilizing the D-N model as a tool in formulating a regularity theory of causation. Finally, it is shown how a suitable model of potential D-N explanation facilitates the formulation of a theory of counterfactual conditionals. (shrink)

This paper presents an argument for the claim that historical events are unique in a nontrivial sense which entails the inapplicability of the Hempelian D-N model to historical explanations. Some previous criticisms of Hempel are shown to be general criticisms of the D-N model which can be outflanked in cases where a reduction to fundamental laws is available. I then survey grounds for denying that explanations by reasons can be effectively reduced to causal explanations, and for rejecting methodological individualism. M. Oaksford and N. Chater presented a Bayesian analysis of the Wason selection task in which they proposed that people choose cards in order to maximize expected information gain as measured by reduction in uncertainty in the Shannon-Weaver information theory sense. It is argued that the EIG measure is both psychologically implausible and normatively inadequate as a measure of epistemic utility. The article is also concerned with the descriptive account of findings in the selection task literature offered by Oaksford and (...) Chater. First, it is shown that their analysis data reported in the recent article of K. N. Kirby is unsound; second, an EIG analysis is presented of the experiments of P. Pollard and J. St. B. T. Evans that provides a strong empirical disconfirmation of the theory. (shrink)

In an age where digital images are omnipresent, the use of participant photography in qualitative research has become accessible and commonplace. Yet, scant attention is paid to the social justice impact of photovoice amongst studies that have used this innovative method as a way to promote social justice. There is a need to review this method to understand its contributions and possibilities. This literature review of photovoice research studies (i) explores whether authors implicitly or explicitly related the methodologies to their (...) aims of promoting social justice (methodology–method fit) and (ii) outlines the social justice research impact of photovoice findings using the framework of social justice awareness, amelioration and transformation. PubMed, Scopus, PsycINFO and Web of Science databases were searched from the years 2008–13 using the following keywords: photovoice; photonovella; photovoice and social justice; and photovoice and participatory action research. Of the 30 research studies reviewed, only thirteen identified an underlying methodology guiding the photovoice method. The social justice impacts emphasized were more related to social justice awareness (n = 30) than amelioration (n = 11) or transformation (n = 3). Future researchers using photovoice as a way to promote social justice are encouraged to assess and plan for the social justice impact desired. (shrink)
